Summary
The Davis County Commission approved a package of routine contracts, health grants and completion certificates in voice votes, including a five-year printing contract for tax notices and multiple health department receivables totaling more than $276,000. The sheriff's office introduced a new media communications manager.
The Davis County Commission on April 6 approved several routine contracts, receivables and completion certificates, voting by voice to move the county's procurement and health program work forward.
Scott Park of the controller's office presented a contract with Master's Touch to print valuation and tax notices, which he described as "payable in the amount of $33,074 a year and it goes for the next 5 years." Commissioners approved the contract by voice vote.
Brian Hatch of the health department outlined four items the board approved. He said the county would enter participation agreements for the Senior Farmers Market Nutrition Program and accept a receivable from the National Environmental Health Association of "$8,500 beginning 04/01/2026 running through 03/31/2027" for a flexible funding model improvement. Hatch also described a DREAM program amendment "receivable in the amount of $67,954" for disease response evaluation and monitoring and an amendment to the Preschool Development Grant (PDG B-5) totalling "$200,000" to support home visiting for children ages 0 to 8. All health items were approved by the board.
Chief Arnold Butcher told commissioners he was introducing Megan Navy as the sheriff's office's new media communications engagement manager and then reviewed several sheriff's-office items that the board approved: a one-year lawn and grounds purchase order with Outdoor Home Services Holdings LLC for $4,292.84; an American Institute of Architects G704 certificate of substantial completion for the Emergency Operations Center (contract 2024-0018); a certificate of occupancy related to sanitary screening and a lift station at the Davis County Correctional Facility with Farmington City; a seasonal service contract with Redstone Landscaping for $13,650 (05/01/2026'10/31/2026); and ratification of a Megaplex private screening for $2,894.25. Chief Butcher framed the projects as routine facility and operations items.
The consent agenda (items 14'38) was approved in a single voice vote. The commission then recessed to serve as the Board of Equalization and approved the tax register as recommended by Scott Park before reconvening the regular meeting.
Commissioners and staff characterized most of the items as noncontroversial because they had passed internal departmental and legal reviews prior to appearing on the agenda. The meeting ended after community announcements and a call for volunteers; the chair adjourned the meeting.
Notes: Most approvals were voice votes with the board responding "aye"; the transcript does not record individual roll-call tallies.
