Hermantown council approves park contracts, county crack-sealing pact and city administrator pay increase

The council moved and passed the consent agenda — covering correction/approval of the Sept. 2, 2025 continuation minutes and general city warrants for 09/01/2025–09/15/2025 totaling $1,834,063.12 — on a roll call vote (motion by Councilor Gelli; second by Councilor Geisler). All council members present voted aye.
On specific project contracts, the council accepted two quotes for improvements at Fickner Park. Resolution 2025-143 authorized acceptance of Northwood Sodding Inc.'s quote for $45,509.82 to install new sod in high-use park areas (motion by Councilor LeBlanc; second by Councilor Peterson). Resolution 2025-144 approved a $79,027.53 quote from JMF Construction Inc. for additional concrete and support work, which staff said was the only bid received and came in under the engineer's estimate (motion by Councilor Geisler; second by Councilor LeBlanc). Both resolutions passed unanimously.
Council also approved Resolution 2025-145 authorizing the mayor and city clerk to execute a cooperative agreement with Saint Louis County to perform crack-sealing work in 2026 across specified neighborhoods, including Johnson, Portland, Carlson and Alexander and portions near Country Road off LaMake. City staff described the arrangement as a way to leverage county resources on routine pavement maintenance (motion by Councilor Gelli; second by Councilor LeBlanc). The resolution passed on a unanimous roll call vote.
In personnel action, the council approved Resolution 2025-146, authorizing a wage increase for City Administrator John Mulder following the council's performance review. City staff said the increase aligns the administrator's pay with wage adjustments made for other employee groups and that this completes wage agreements for the three-year period. The resolution passed unanimously.
Across the votes recorded in the meeting, each listed motion passed on roll call with all voting members recorded as aye; councilors recorded in the roll calls were Councilor Geisler, Councilor Gelli, Councilor LeBlanc, Councilor Peterson and Mayor Boucher.
