Bath council confirms board appointments, extends waste contract and approves routine actions

At the Jan. 5 reorganization meeting, Bath Borough Council approved multiple administrative items and routine business that sustain borough operations.
Council approved reappointments and appointments by unanimous votes: Manny Mirabito was reappointed to the Bath Borough Stormwater Authority for a one-year term; Susan Simon was reappointed to the Rental Appeals Board for a three-year term; and Anna Quatrone was appointed to the Historic Architectural Review Board for a five-year term. Motions on those items carried 7-0.
On contracts, council authorized the borough manager to request a second extension of the municipal solid waste contract with JP Mascaro into the fifth contract year, including a 1.5% price increase from 2026 rates; the motion carried 7-0. Council also authorized an agreement to provide file storage space to the Northampton County Tax Collection Committee (NCTCC); that motion carried 7-0. Council accepted a developer time extension for SALDO Application #2025-001 (202 N. Walnut Street) through April 30, 2026 (7-0).
Other procedural actions included authorizing the advertisement of Ordinance 2026-741 (no parking along Barrall Avenue) and an ordinance to remove a handicapped parking space at 518 Penn Street for public notice; both advertisements were authorized by 7-0 votes. Council also authorized solicitor and engineering staff to draft zoning ordinance changes for review by the Bath and Lehigh Valley planning commissions (7-0).
In procedural business, the council approved the Dec. 8, 2025 meeting minutes (5-0-2; Councilwoman Yost and Councilman Heckman abstained) and entered an executive session at 8:19 p.m. before adjourning at 8:48 p.m.
