Bath council authorizes manager to co-sign up to $1M Pennvest loan for MS4 projects

Bath Borough Council voted unanimously on Jan. 5 to authorize Borough Manager Brad Flynn to co-sign a Pennvest loan application to finance capital work required by the borough’s MS4 Pollution Reduction Plan, up to $1 million.
Engineer Ron Madison explained the Bath Borough Stormwater Authority — established by ordinance in 2024 and organized in 2025 — has created a stormwater utility fee that will generate the revenue stream to repay projects. Madison said Pennvest typically requires three years of revenue history before issuing financing; because the authority only recently established its fee, the borough’s co-signature was requested to satisfy Pennvest’s underwriting requirement and allow the projects to proceed.
Councilman Manny Mirabito made the motion to authorize Manager Flynn to co-sign the application; Councilman Jim Lisiecki seconded the motion and it carried 7-0. Council members asked questions about revenue and project funding before the vote; the borough and the stormwater authority expect the utility fee to fund required pollution-reduction work.
