Cornish planning commission opens work on annexation policy plan after resident request

Clayton Richardson called the Cornish Town Planning and Zoning regular meeting to order at 6:15 p.m. on March 18, 2025 at Cornish Town Hall.
Council member Colton Creech told the commission that resident Susan Law has asked to annex part of land she owns on 4400 West and that, under state requirements, Cornish must adopt an annexation policy plan before the town can process such an annexation. “The main thing the planning and zoning commission needs to focus on is deciding what area they want the plan to cover,” Creech said, after reading the state requirements for an annexation policy plan.
Creech said the commission should consider creating a map that covers a larger area so the town would not need a new annexation policy plan each time a property owner requests annexation. He showed examples of annexation policy plans from Tremonton City and North Salt Lake and said the members in attendance discussed elements they liked in those plans.
Commissioners did not take formal action on a plan at the meeting. Instead, they agreed to continue brainstorming possible plan boundaries, to review neighboring cities’ plans and other examples, and to come prepared to discuss draft boundaries at the next meeting.
As part of routine business, the commission approved the minutes of the Feb. 18, 2025 meeting. The motion to approve was made by Jordan Beckmann and seconded by Colton Creech; Beckmann, C. Creech and Richardson voted aye and two members were recorded absent. The commission then moved to adjourn and ended the meeting at 6:43 p.m.
No formal annexation or ordinance was adopted during the March 18 meeting; the annexation policy plan discussion will continue at the commission’s next scheduled meeting.
