Euclid Council approves shore-structure resolution and emergency fire-code changes; group-housing moratorium sent to second reading

On Oct. 20 the Euclid City Council passed Resolution 106-35 seeking state and federal approvals for a shore structure at 30 E. 252nd St., adopted emergency amendments to the local fire prevention code, and voted to send a proposed six-month moratorium on group-housing permitting to a second reading for further study.
At its Oct. 20 meeting the Euclid City Council took three formal steps on land-use and public-safety matters.
Resolution 106-35: The council unanimously approved a resolution asking the Ohio Department of Natural Resources and the U.S. Army Corps of Engineers to consider a proposed shore structure in submerged lands adjacent to 30 East 252nd Street (parcel 6440007014). Council moved to begin discussion (motion by Tilton, second by Steele) and passed the resolution on roll call; members recorded as voting yes included Tolton, Grama, Cosgrove, Hanam, Wotilla, Diebeck, Steel, Tanner and Charles.
Ordinance 107-25 (group-housing moratorium): Council read an emergency ordinance proposing a moratorium of up to six months on accepting applications and issuing zoning approvals, building permits, and certificates of occupancy for group housing and certain residential facilities while the city reviews zoning code and related ordinances. After brief comment from the chair and a law director27s requested additional research, council voted to send the ordinance to a second reading for further study (motion to send to second reading by Tanner, seconded by Wata); roll-call responses on the procedural vote recorded members voting yes including Gresham, Cosgrove, Hanam, Wotilla, Diebeck, Steel, Tanner and Tolton.
Ordinance 108-25 (fire code amendments) — emergency adoption: Administration reported that appeal language in portions of Chapter 1525 did not meet Revised Code standards and recommended amendments; after a motion to suspend the rules and forego the second and third readings (motion by Wotilla, second by Tolton) the council adopted the emergency ordinance on roll call with recorded yes votes including Cosgrove, Hanam, Wotilla, Diebeck, Steel, Tanner, Tolton, Gresham and Turros.
No amendments to any of the items were recorded on the floor. The council president closed the legislative agenda and the meeting moved to council-person comments and adjournment.
