Summary
From reorganizational votes in January to the adopted 2022–23 budget and a debated — then revised — resolution opposing the federal 30x30 conservation goal, the Greeley County Board of Commissioners approved appointments, road actions, grant agreements and multiple formal resolutions through the year.
The Greeley County Board of Commissioners approved a string of formal actions across 2022, including reorganizational votes, personnel appointments, road and bridge actions, and the county budget.
At the Jan. 11 meeting the board elected Jordan Foltz chairman and Michael Goldfish vice chairman for 2022, designated the Greeley Citizen as the official county newspaper and set the regular meeting schedule. The board also confirmed county appointments including Christopher Hayes as county surveyor, Janet Wood as county school superintendent, Lance Harter as highway superintendent and Franz Trumler as planning & zoning administrator.
The board set the county mileage reimbursement at 58.5¢ per mile (Sec. 81-1176) with a 3¢ add-on when the Sheriff’s Department serves papers. Depository banks were approved for 2022 and the treasurer was authorized to invest idle funds.
Road actions included approval of a culvert recommendation for Brayton Road, a directed study and subsequent public hearing and resolutions to vacate segments of 803rd Road, and permission for private landowners to survey and fence property adjacent to damaged county road segments. The board approved NDOT County Bridge Match Program agreements for selected bridges and later received and awarded bids for bridge work (Project OCE #62-C-10/Bridge 4405 awarded to Ed Hoevet Excavating).
On land use, the board approved a Special Use Permit for Wlaschin Cattle, LLC to expand a feedlot with conditions that include an NDEE-acceptable management plan and filing of impact easements, while urging the Planning & Zoning Commission to resolve county-wide impact-easement language promptly.
Personnel and administrative actions included acceptance of Assessor Joan Goodrich’s announced retirement, appointment of Gerri Behnk to the assessor vacancy, the appointment of Nancy Usasz as planning & zoning administrator, and approvals of various interlocal agreements, MOU with the Nebraska Department of Veterans Affairs, and a Maximus cost-allocation agreement.
Budget and levy actions: following a budget workshop and public hearing the board adopted the 2022–2023 budget and set a final property tax request of $2,336,965, reporting a roughly 4% decrease in the county tax rate compared with 2021.
The board also considered and revised a county resolution opposing the federal 30x30 land-preservation goal: an initial adoption was rescinded after public concern and later replaced with a revised resolution after additional public input and interlineation.
Votes at a glance: the board regularly recorded roll-call votes on appointments, agreements, resolutions and claims throughout the year; documented resolutions include (by number where recorded) Resolution 2022-1 (road study directive), Resolution 2022-2 and 2022-3 (road vacation), Resolution 2022-7 (One & Six-Year Road Plan), Resolution 2022-8/9 (30x30 action and revision), and the adopted 2022–2023 budget (Resolution 2022-13) and tax request (Resolution 22-14).
Next steps: several implementation items were assigned to county staff or contractors (highway superintendent, planning staff, county attorney) and follow-up hearings and public notices were scheduled where state rules require.
