LTAC opened bids April 16, 2026, for five Idaho projects, including Sandpoint's Division Avenue children's pedestrian-safety corridor. Bids ranged from $351,142 (Sandpoint, one paper bid) to about $3.31 million; LTAC recorded electronic bid lists for four bridge projects and will publish summaries.
LTAC convened a public bid opening on April 16, 2026, to receive proposals for five Idaho transportation projects, including the City of Sandpoint's Division Avenue Corridor Improvement Phase 2, a children's pedestrian-safety project. Bids reported at the meeting ranged from a $351,142 paper submittal for the Sandpoint project to about $3.31 million for a Camas County bridge replacement.
The meeting began at 3:00 p.m., when an LTAC moderator announced the five projects on the agenda and said LTAC had solicited electronic bids; the Division Avenue item received paper bids at Sandpoint City Hall but no electronic submittals. "We did receive 1 paper bid or submittal bid packet, to the city clerk today," said Heather Faircloth, the City of Sandpoint's grants, contracts and procurement officer, as she opened bid packet 26-3170-1 on behalf of the city. Faircloth said the packet from Interstate Concrete and Asphalt Companies included the completed bid form, bid bond and addendum acknowledgment and listed subcontractors. The base bid totaled $351,142.00.
LTAC staff then presented electronic bid lists for four local-bridge proposals. For LTAC proposal 25445-95 (1500 East Road over Low Line Canal, Buhl Highway District) the moderator announced eight electronic bids; the lowest on the displayed list was Burke's Excavation at $1,051,649.00, followed by Canon Builders Inc. at $1,140,062.00. For LTAC proposal 29355-96 (Mother Lode over American River bridge replacement, Idaho County) six electronic bids were displayed, led by Stellar Jay Corporation at $2,051,777.77.
The Michaud Road over Taguil (Teague) Canal replacement (LTAC proposal 23460-98) drew seven electronic bids; the lowest listed was Burke's Excavation at $1,579,842.00. The final opening, LTAC proposal 23800-99 for 200 South Road over Camas Creek in Camas County, showed eight electronic bids with the lowest listed bid from 5 J Excavation at $2,398,327.00 and JM Concrete appearing as the highest listed bid at $3,314,499.50.
Meeting staff noted some technical difficulties with the on-screen display while cycling through electronic bid lists; staff said a separate summary would be provided as usual. The moderator also reminded contractors that LTAC's monthly contractor call was rescheduled to April 29 at 9:00 a.m. Mountain Time and that the call link is on LTAC's website. The meeting was then adjourned.
What happens next: LTAC and the administering agencies typically review bids for responsiveness and contract-award eligibility before announcing award decisions. No awards or formal motions were made during the bid opening.
