The Altoona City Council on June 3 approved three fireworks dates requested by Adventureland but limited the park’s original six-date proposal after testimony from Prairie Meadows stakeholders and an equine veterinarian.
Adventureland representative Michael Lusky told the council the displays mark the park’s 50th anniversary and that “we want to be good neighbors.” He said the park had followed inspection procedures and submitted the required paperwork to the city, and asked the council to authorize multiple dates for fireworks and concerts.
Representatives of Prairie Meadows and members of the local horse community urged the council to restrict fireworks. Ryan Koopmans, speaking for the Iowa Horsemen’s Benevolent and Protective Association, said about 20% of horses at Prairie Meadows require tranquilization during fireworks displays. Horse owner Joe Kelly described how tranquilization affects training and racing schedules, and equine veterinarian Stephanie White warned fireworks and storms “have a very detrimental effect on the horses.”
Councilmembers said they valued both Adventureland and Prairie Meadows but were concerned about exposing the city to liability and the animal-safety impacts described by witnesses. City Attorney Bob Laden confirmed the council could face liability risk if disturbances to racing animals led to adverse outcomes.
Councilmember Boka moved to approve fireworks on July 4, Oct. 25 and Oct. 26 only. The motion passed on a roll call with four votes in favor and one abstention; the council did not approve the other requested dates and encouraged Adventureland and Prairie Meadows to coordinate scheduling.
The council’s decision leaves open further discussion: Prairie Meadows’ last racing day with horses physically onsite was noted as Sept. 28, 2024, and council members suggested the two organizations meet to explore scheduling that could reduce animal stress. No ordinance, fine, or operational condition beyond the date approvals was adopted at the meeting.
