Chair opened the motion to authorize O and G to issue limited notices to proceed for bid package 2.03 (concrete) to JL Marshall and Sons for $2,398,340; bid package 2.05 (structural steel) to Eastern Metal Works for $2,486,965; and the site-work package to CJ Fuji for $8,865,000 for state project 104-0120N (UNKUS Elementary). Mark Kullos moved the motion and Christine D'Stazio seconded. The motion carried by voice vote, 11-0.
Dan, the committee presenter responsible for bid review, described his vetting process — reviewing prequalification statements, workforce and backlog, workers' compensation EMR ratings and prior work for the owner — and recommended the apparent low bidders based on capacity and scope coverage. He told the committee he was comfortable recommending JL Marshall for concrete and Eastern Metal Works for steel and said CJ Fuji "came in low" on site work and had the capacity to complete both sites. "They literally don't have enough work," Dan said of CJ Fuji, adding the firm had the manpower and equipment to meet the summer schedule.
Committee members asked for the dollar figures to be read into the record and discussed removing "including alternates" language from the motions pending full pricing on alternates. Dan cautioned that the committee was carrying apparent lows and that if a bidder had missed scope the owner would not be compelled to hold that price.
Dan also summarized project-level bidding: the program represents roughly $56 million to $58 million in construction scope, with about $50 million bid so far and $7–8 million left to award. He said low apparent bids were trending about 4.7% below the estimate overall, while the UNKUS site showed larger buyout savings and Moriarty was tighter on pricing.
The chair called the roll for the recorded voice vote; members present answered in the affirmative and the committee approved the motion 11-0. The committee then moved to additional matters on the agenda.
The committee’s authorization allows O and G to proceed with limited notice-to-proceed letters; final award and contract execution will follow the owner’s standard contract review and any required state approvals.
