Committee members reported fence openings that are allowing ATVs and off‑road vehicles onto the MLK open space. One member said the openings have prompted someone to place large boulders to try to block vehicle access, but those boulders "are preventing ComSAR's access to the upper parts of the mountain and also potentially causing the injuries" that ComSAR responds to. The board requested a clear assignment of responsibility and asked staff to report who owns the access points and which department can install gates or otherwise secure the line of access.
Staff said the open access points are on city land and that coordination with other departments (water utility, public safety and state park partners) is underway. The Parks representative agreed to pursue an update for the next meeting; Miguel Gonzalez (Parks and Recreation) said he will email appointment confirmations and follow up on fence closure responsibility.
Board members noted the MLK parcel sale and land‑transfer questions remain unresolved and said they want recurring updates on remediation, sale disposition and entry‑point security until the matters are resolved.
