Hempfield Area board approves multi-part synthetic turf project after split votes on major contracts

The Hempfield Area School District board voted to advance a multi-part synthetic turf project for the high school on Feb. 23, approving the professional design, turf purchase and installation contracts and related site work and consulting services.
The board approved hiring James T. Sauer with McKinley Sports to provide professional design and related services for the four new fields for $283,000, to be paid from the district’s GOB 2022 Fund. That motion, moved by Buildings & Grounds Chair Vince DeAugustine and seconded by board member Mike Alfery, passed on a 7–2 roll-call vote; board members Tracy Miller and Lindsay Stevens voted no.
DeAugustine also moved, and Jennifer Stape seconded, approval to purchase four synthetic turf fields from Shaw Sports Turf through the Co-Stars cooperative at a not-to-exceed price of $673,574 from the same GOB fund; that motion passed 7–2 with the same two dissenting votes. The board approved contracting Force Turf Solutions for installation at a not-to-exceed cost of $4,436,081.88 through Co-Stars; that motion likewise passed 7–2.
Separately, the board approved district site work to be completed by Vasco Asphalt Company (milling, paving, restriping and sealcoating) for a total of $355,068 to be paid from the General Fund, and it hired McKinley Architectural Services to serve as the district's owner’s representative during the high school additions and renovation project. The board also approved Change Order #1 from Terracon Consultants, Inc., as the asbestos consultant, for an additional $18,480.90 to be paid from the GOB 2022 Fund. Those items carried on unanimous votes.
Three members of the public—Tim Buzzard, Tom Wheaton and Katelyn Printz—are recorded in the agenda as having spoken on the turf project during "Hearing of Citizens"; the transcript lists their participation but does not include verbatim remarks.
