The Brevard County Planning & Zoning Board voted to recommend approval of a rezoning and binding development plan that would allow a 36‑site RV park, up to eight small cabins and an equestrian area on a parcel at 5405 FL‑520.
Applicant John Holmquist, who said he and his brother have owned the property for years, told the board the site has no wetlands and that the park would connect to Cocoa Sewer and Water. “There will be no septic,” Holmquist said, arguing the plan offers lower traffic than a previously permitted 40‑home binding site plan and that millings and landscape buffers would limit impacts.
Neighbors urged caution. Bradley Sinclair, who owns 25 acres next to the property, said he was “concerned about water,” describing the lake and local drainage and warning that additional development could affect groundwater and neighboring wells. Jason Mattis, a resident whose property abuts the site, said the park would cut trees and wildlife habitat and raised fears about sewage and security. Other speakers cited traffic, turn‑lane needs on SR‑520 and impacts on property values.
Board members pressed the applicant on wetlands, stormwater and utilities. Engineer and applicant representatives said an environmental study found isolated wetlands only and that the design would avoid on‑site wetlands; they also said the project team met preliminarily with FDOT and would pursue a curb cut if required. The applicant offered to place a binding development plan limiting the RV park to 36 sites and to provide landscape buffering and horse‑friendly road surfacing.
After questions and public comment the board approved the recommendation with a BDP that limits the development to 36 RV sites and eight cabins. The Planning & Zoning Board’s recommendation is advisory; the Brevard County Commission will make the final decision at its meeting on May 7, 2026, in the same chamber.
If commissioners approve the rezoning, the applicant and staff said subsequent engineering and permitting steps will address stormwater, FDOT access and Titusville/Cocoa utility requirements.
