Gainesville council approves series of ordinances and resolutions; rezoning draws lone dissent

The council awarded the 2025 mill-and-overlay contract to WOPAC Construction and authorized an agreement with Kimley-Horn and Associates to perform the city’s 2025 Impact Fee Update. It also approved administrative resolutions to nominate a member to the Cooke County Appraisal District board, create an Ad Hoc Parking Committee with Councilmember Jeff Johnson as liaison, and express support for designating certain census tracts as Qualified Opportunity Zones.
The council voted to dissolve a Tax Abatement Agreement and a Chapter 380 economic-development agreement with Thirty-Five and Liberty, LLC. Several routine items and minutes were approved on the consent agenda.
On zoning, the council amended Appendix A (Accessory Uses and Structures) by ordinance following procedural action to allow immediate consideration. The body also approved rezoning approximately 3.0 acres at 1101 Woods Avenue from Commercial (C3) to Industrial (I); that motion passed 6-1, with Mayor Tommy Moore recorded as the sole no vote. The meeting record shows other major ordinance actions passed unanimously (7-0).
Two Special Use Permits for short-term rentals — at 317 Wheeler Creek Court and 115 W. California — were approved by ordinance after their public hearings concluded with no public comment.
