The council voted unanimously to adopt the downtown master plan after first suspending the charter to advance consideration; Councilmember Gary Sutton moved to suspend the charter and to adopt the ordinance, and Councilmember Mary Jo Dollar seconded both motions. The master plan ordinance passed 5 Ayes, 0 Nays, 0 Abstentions, 1 Absent, 1 Vacancy.
