Summary
Susanville City Council approved three items: a continuation of an asset management agreement to release unused natural-gas pipeline capacity (estimated savings ~$34,000/year), a $5,000 emergency budget increase for the golf-course irrigation valve, and an ARPA-funded HVAC contract for the fire department (low bid $309,500, total authorized up to ~$406,000 with change orders and abatement).
The Susanville City Council approved three separate administrative resolutions addressing utilities, parks maintenance and a capital project.
City Manager Dan Newton summarized Resolution 26-6529, a continuation of an asset-management agreement with IGI Resources that allows the city to release unused natural-gas pipeline capacity and receive revenue in exchange. Staff estimated about $34,000 in annual savings and roughly $100,000 over the three-year term.
Council also approved Resolution 26-6531, allowing the finance director to increase the golf-course budget by $5,000 to replace a leaking pressure-relief valve on the irrigation pumping system. Newton said adequate cash existed in the golf-course fund but budget authority was needed.
For the fire department, staff presented Resolution 26-6532 to award the HVAC renovation contract at the fire facility. The project is funded with American Rescue Plan Act (ARPA) funds; the low bid from All Season Heating & Air was $309,500. Staff recommended authorization for the city manager to execute the construction agreement and to approve contract change orders not to exceed $46,500 (about 15% of the contract) and to execute hazardous-materials abatement contracts up to $50,000. With those authorizations, staff estimated a total authorized amount near $406,000. Council moved, seconded and approved each resolution by voice vote.
