Athens council approves wastewater master plan, switches procurement-card provider and renews asphalt contract

The City Council of Athens, Texas, on Dec. 8 unanimously approved three routine but consequential measures: hiring RJN Group, Inc. to develop a Wastewater Collection System Master Plan; authorizing a transition of the city's procurement-card services to U.S. Bank, N.A.; and renewing a one-year contract with FDC Construction for asphalt repair and concrete placement.
Randy Williams, the city's utilities director, explained the RJN Group contract will fund development of a detailed hydraulic model, flow monitoring, GIS updates and a Capital Improvement Plan to guide future wastewater system improvements. Councilwoman Katha Lawyer moved to approve the resolution authorizing the city manager to execute the agreement; Councilmember Bill Priestley seconded. The motion carried unanimously.
Sarah Smith, finance director, told the council the State of Texas awarded the Commercial Charge Card Services contract (946-M4) to U.S. Bank earlier in 2025, replacing the previous Citibank contract (946-M2). City staff are seeking to remain on the State's cooperative purchasing program and transition the city's purchasing cards to U.S. Bank by Dec. 31, 2025. Councilwoman Lawyer moved to approve the transition; Councilmember Bryan Barker seconded and the vote was unanimous.
Shannon Easley, public works director, presented a one-year renewal of IFB23-3202 with FDC Construction for the FY 2025-26 Asphalt Repair and Concrete Placement program. The agreement allows a 5% increase to the unit bid price. Councilwoman Lawyer moved approval; Councilmember Barker seconded and the motion carried unanimously.
The three measures passed with no recorded dissent and required no further committee action at the meeting. City officials said the wastewater master plan is intended to inform future capital investments; the procurement-card transition follows the State's contract award; and the FDC renewal maintains continuity for routine street repairs.
