Mr. Kubik explained that City water service had been extended in part because of historic contamination concerns near the Merlin landfill and to support the North Valley Industrial Park; that extension benefits the airport and the animal shelter area. The primary barrier to expanded development, he said, is wastewater discharge standards and the need for upgrades to the treatment facility so effluent could meet spray‑irrigation requirements and free up usable capacity.
Participants noted the Three Rivers School District currently operates the treatment facility serving the industrial park and related properties but desires to exit that operational role; discussion touched on the technical challenges of wastewater operation, including a limited pool of qualified and certified operators. Commissioner Ron Smith said the issue is significant for future economic development and noted County Legal Counsel Wally Hicks has been involved in related matters.
Officials agreed to provide future updates as staff and legal counsel refine options; no commitments to specific capital projects, funding sources or timelines were recorded at the meeting.
