The Oglesby City Council on Sept. 2 voted on a package of routine financial and personnel actions and adopted two ordinances.
Jennifer Spratt was nominated and approved by roll call as the city's new city clerk and was sworn into office during the meeting. The council also approved ordinance 1297-090225 establishing wage and benefits for the city clerk.
The council passed ordinance 1296-090225 (dual metering), described by a supporter as a city improvement that offers options for meter compensation. Councilmembers also approved an amendment to municipal code section 9.160.04 to add games authorized by the Illinois Lottery Act to the city's gambling definition; members said the change is definitional to accommodate a lottery-authorized game that vendors indicated was governed by the Lottery Act rather than the Video Gaming Act.
On routine finance items the council approved bills presented for payment (agenda listed $1,082,522.30; a motion recorded a different figure, $182,522.35, which the council did not resolve during the meeting) and approved payroll for Aug. 29, 2025 in the amount of $70,986.12 (one commissioner abstained, saying they had not reviewed time sheets).
The council also approved routine administrative forms to name Jennifer Spratt as the city's authorized redeemer/agent for the Heartland Bank credit card and as the city's IMRF authorized representative.
