Belgrade staff propose sweeping code clean-up: centralize administrative authority, formalize settlement powers, and rewrite fire provisions

City Manager Neil brought three draft code changes to the council for workshop discussion: (1) an "interpretation of administrative authority" section clarifying that authorities assigned to officers, departments, boards or committees would be delegations from the city manager; (2) a civil-litigation and settlement-authority section that would let the city manager, in consultation with the city attorney, initiate or settle civil matters and (3) a repeal-and-replace approach for the city's outdated fire-code chapters to reflect that Central Valley Fire District provides suppression and EMS while the city retains permitting and inspection authority.
