Resident asks council for answers after repeated Boulevard road failures

Georgina McDonald, a Middletown resident who lives on Boulevard, told the town council she has watched the road close repeatedly and wants the town to publish what investigations found and how repairs will change going forward.

"What are the lessons learned, and how will that affect future repairs and repaving?" McDonald asked, pressing the council for specifics about whether the problem was groundwater, a previously buried spring, or an installation issue and whether photographs or periodic sampling of gravel were taken.

McDonald asked whether Crossman Engineering, named in a December town release, identified the cause and offered a solution and whether the town performed core borings to confirm that installed gravel met specifications. She also asked whether the work would delay a planned replacement of an Orangeburg sewer pipe in the same area.

Chair (speaker 1) acknowledged the concern, said engineers discovered drainage needs and that the council has discussed the issue at prior meetings. Town staff (speaker 5) told the council: "I'll put a memo on the upcoming docket" summarizing the written questions and the town's responses and indicated the information would be posted to the town website.

The council did not take a formal vote on any policy that night; the staff commitment to prepare a memo was recorded as the next step. The council indicated it intends to present the engineering findings and any remedial plan at an upcoming meeting and to publish the material online so residents can review the details.
