Planner Melene Cochran described the changes as a reorganization of existing tables with three main adjustments: preserve downtown Class A residential requirements (approximately 1 space per two units), add a minimum oversized bicycle parking requirement (5% of required spaces, minimum of two), and increase Class B requirements outside the downtown. "A lot of the text is the same; we're proposing to make it a lot simpler," Cochran said.
During the public hearing, remote commenters Adam Goodman and Alex Lowe argued that Class A bicycle parking (secure, resident‑only) should not be fungible with Class B or C, and asked the commission to prevent Class A from substituting for required visitor spaces. "Class A bicycle parking spaces may not be used to provide required Class B or C bicycle parking spaces," Goodman said, urging explicit language to protect visitor access.
Commissioner Norton offered a friendly amendment to separate bicycle and electric‑vehicle language in section 5.19.2(7); Commissioner Mills proposed, and the commission approved, language that permits Class B bicycle parking to be used when Class C is required. Staff agreed to relocate and tighten the sentence in the code text for clarity.
The commission adopted the motion as amended and will forward the recommended ordinance and the staff's word‑smithing direction to city council for final consideration.
