Staff briefed the council on HB 1589 / SB 626, a measure that would replace a health-care practitioner's verification process for some changes to designation on birth certificates, state IDs and licenses with an attestation by the person under penalty of perjury. The bill would define new designations as 'male', 'female' and 'another/unspecified' and expand permissions for reissuing birth certificates when a parent's name changes.
