"Some Libyan actors continue to disregard the expectations of the public," the Ansmil representative said, and noted that parallel structures established outside existing agreements "can limit the effectiveness of the Ansmall process aimed at institutional reunification and establishing democratic legitimacy for political leadership." The representative told the Council an online plenary will share initial recommendations at the end of the month and that a final structured-dialogue report is anticipated by early June.
Why it matters: The structured dialogue is intended to produce the milestones needed to hold national elections and to strengthen Libya’s state institutions. The representative said the four tracks—security, governance, economy/national reconciliation, and human rights—have produced recommendations that could create conditions for elections if political actors commit to implementation.
The representative warned the Council that if there is insufficient progress, "I will be returning to this council to present a proposal to move the process forward based on the provisions of existing political agreements," signaling possible escalation of UN engagement if Libyan actors do not agree on next steps.
