Florence City Council unanimously approves audit, 2026 health coverage and city voting locations

At its Nov. 19, 2025 special meeting, the Florence City Council unanimously approved a slate of procedural and administrative items, including an audit engagement for the fiscal year ending Sept. 30, 2025, and the city’s enrollment in the Texas Health Benefits Pool for employee coverage in 2026.
Mayor Ben Daniel called the meeting to order at 5:00 p.m. and Council Member Mike Harrell gave the invocation. The council’s actions were procedural in nature and recorded without recorded deliberative debate.
Mayor Pro Tem Mary Condon moved to accept the audit engagement letter for the single audit ending Sept. 30, 2025, prepared by Donald L. Allman, CPA, PC; Council Member Mary Jane Swope seconded the motion, which passed with no opposition. The council also approved a motion to join the Texas Health Benefits Pool and accept its quoted plan for 2026 employee health insurance; Mary Jane Swope moved and Mary Condon seconded that motion, which carried unanimously.
On interagency services, the council approved a motion by Mary Condon, seconded by Mary Jane Swope, to permit Williamson County Emergency Services District No. 7 to perform the city’s fire inspections (businesses, schools, churches, developments, hydrants and streets) while excluding investigative functions; the city’s existing permit and payment processes will remain in place for now.
The council designated Florence City Hall as an early voting location for multiple upcoming election periods. Mary Condon moved, and Mary Jane Swope seconded, to allow City Hall to serve as an early voting site for the primary elections (Feb. 17–27, 2026) and for election day; the council approved the motion. The council took a separate unanimous vote to allow City Hall for primary runoffs (May 18–22, 2026) and election day May 26, 2026, and approved using City Hall for the May local election early voting period (April 20–28, 2026) and election day May 2, 2026.
Council Member Forrest Hyde seconded the motion to designate City Hall for the May local election vote dates. In a separate personnel action, Mary Condon moved to table discussion about adding a part‑time police officer (proposed cap of 30 hours per week); Mary Jane Swope seconded and the motion to table carried with no opposition.
All recorded motions passed with “none opposed” in the minutes. The minutes list the following officials as present: Mayor Ben Daniel; Mayor Pro Tem Mary Condon; Council Members Forrest Hyde, Mary Jane Swope, Debra Bivens and Mike Harrell; and City Administrator Tamela Louvier. The council adjourned at 5:50 p.m. The minutes were signed and attested on Dec. 2, 2025, with Angelica Lombardi recorded as city secretary.
Next steps: the tabled discussion of adding a part‑time police officer remains pending and would return to a future agenda for further consideration.
