Summary
The board authorized staff to sign the 2027 DOC grant application, approved a $40,000 drawdown of Opioid Settlement funds for Recovery House construction, and approved applying to OCRA for up to $60,000 to support a county comprehensive plan estimated at $120,000.
The Jay County Commissioners unanimously approved three items that advance social-service capacity and county planning.
Yvette Weiland, director of Community Corrections, and Deputy Director Gary Hendershot asked permission to start and sign the 2027 Department of Corrections (DOC) grant application; commissioners approved the request on a motion by Chad Aker, seconded by Doug Horn. Hendershot also updated commissioners on building damage: heavy winds removed a landlord patch from the roof weeks earlier, causing water intrusion; staff reported no operational losses so far but said a permanent new location is needed.
Kimbra Reynolds, director of JCDPC, asked to draw down $40,000 from Opioid Settlement funds to pay for completed Recovery House work. Commissioners approved the drawdown; Reynolds said phase 1 is expected to finish by June 2026, with phase 2 starting July 1 and completing in fall 2027, ultimately housing up to 15 residents with a house manager when complete.
Ceann Bales, executive director of JCDC, told the board she would apply to the Office of Community and Rural Affairs (OCRA) for up to $60,000 toward a comprehensive county plan estimated at $120,000; commissioners approved applying and designated Commissioner Doug Horn to serve on the vendor interview committee if OCRA funding is awarded.
All three motions passed unanimously; commissioners asked staff to pursue matching funds for the comprehensive plan and to continue searching for permanent facilities for Community Corrections.
