Staff also flagged operating reductions across regional services centers and multicultural communications totaling roughly $152,000; committee members asked staff to clarify service impacts and noted that communication gaps can depress OBET scores. The committee agreed to place the two reconciliation items (the BlackRock amendment and the mural) on the reconciliation list for full council consideration.
