Frank, the board member leading the review, said the proposed house "substantially meets" ARB guidelines for scale, materials and siding and noted the design is notably smaller than the maximum permitted GFA (42 percent below the 2,474-square-foot cap). He also flagged the raised pool deck and an attached pergola as items needing confirmed dimensions and fence height documentation.
Applicant representative Tiffany Scarlato told the board there are scenic easements at the front and rear of the property and that the designers had worked to align the building with nearby properties. The board examined samples and renderings showing Alaskan yellow cedar shingles, a red cedar shingle roof and pale navy trim; members agreed the palette and proportions generally fit the district but requested a revegetation plan and explicit pool-gate height information.
Board members discussed FEMA elevation constraints and whether the raised first-floor and pool terrace would meet both flood and historic-preservation requirements. Frank asked the applicant to provide the exact pool-deck elevation and clarify whether the pool fence would be six feet and what material (wood palisade vs. powder-coated metal) would be used. The board also recommended language in any approval that would require re-submission if historic features (columns, doorway, windows) could not be restored in the field.
The motion to approve the application as presented passed by voice vote with the condition that the applicant supply clarified elevations and fence details for staff review.
