Stu Lohrey, government-relations director for the Minnesota Farmers Union, testified in support, saying the program addresses a workforce shortage that prevents local processors from scaling and that obligated funds need more time because projects require relocation and staff training. "These grants help them do that," Lohrey said, describing a family who moved to support a small processor in northern Minnesota.
Committee members had no additional questions. Co-chair Vang renewed the motion to place HF4372 on the general register; the committee agreed by voice vote and the bill was recommended for placement on the general register.
Next steps: HF4372 will be placed on the general register for further floor consideration and any additional amendments.
