Anzalone submitted exhibit packages including the DEC permit (which the applicant cited as authorizing operation through 11/13/2030), odor-control plans, noise specifications, photographs and prior approvals. He said the rebuilt facility would process municipal, institutional, residential and commercial waste streams (but not construction demolition debris), operate in accordance with DEC permit limits and retain the previous footprint and circulation of the former facility.
Kaplan described the design rationale, including a free-span building and a dry-pipe fire-suppression system; he said the building height accommodates required suppression components and emphasized the facility’s regional role in solid-waste infrastructure for Suffolk County. The applicant confirmed hours of operation in the DEC permit (6 a.m. to 6 p.m., Monday–Saturday), described indoor odor-control systems and noise attenuation and said the DEC-imposed limit would average 600 tons per day.
Board members pressed the applicant about a fire marshal comment and rodent-control language. Anzalone said updated fire-suppression plans were filed this week for the fire marshal's review and he did not expect changes that would affect the variances before the board; the applicant agreed to daily street sweeping. The board kept the record open for the fire marshal's report and reserved decision pending that review.
