Council moves to remove exemption for empty properties in solid waste ordinance (first reading)

April Hoye, Assistant Public Works Director, presented proposed changes to Ordinance 13.12.040 (Waste Collection and Charges) intended to align the code with internal billing practice. Staff recommended removing the exemption for empty and unoccupied buildings with no lawn service and eliminating references to an application process for that exemption, noting staff received only one such request in each of the prior two years and neighboring cities generally do not permit such exemptions.
Hoye said the proposed amendments would take effect on Dec. 10, 2025, if adopted. Council asked no substantive follow‑up questions beyond standard procedure; the council moved to approve the ordinance as presented (first reading).
