Council OKs development agreement for LCRA Georgetown substation upgrades

Jack Daly, chief business officer for Georgetown’s electric utility, presented terms of a development agreement with the Lower Colorado River Authority (LCRA) for improvements to the LCRA TSC Georgetown substation. Daly said the project will include a temporary modular substation during reconstruction, gas‑insulated transformers to increase capacity, and efforts to avoid disturbing trees when possible.
Daly said the permanent site (approximately 1.24 acres) and the temporary modular site (about 2.46 acres of a larger 15.49‑acre tract) are both zoned residential; LCRA indicated it will not oppose a city‑initiated rezoning to a commercial district to better align zoning and reduce triggered setbacks. The project will include masonry walls along the street frontage and possible decorative walls on other sides to improve screening compared with the current chain link fencing. Daly said LCRA will comply with TCEQ requirements and provide documentation of compliance.
Staff recommended approval, noting the agreement complies with the Unified Development Code and supports public health, safety and general welfare. A councilmember moved to approve the ordinance as read; the motion passed.
