Commission tables Frontier Gateway preliminary plan, asks for stronger open‑space and walkability design

The Prosper Planning and Zoning Commission on March 25 voted 6–0 to table the preliminary site plan for Frontier Gateway Block A, asking the applicant to revise the project's open‑space layout, walkability and gateway treatment.

Commissioners repeatedly expressed concern about the usability of open space and how the water feature was surrounded by parking. "It just doesn't necessarily seem to be usable, the way it's configured," Commissioner (speaker 2) said, noting specific places that appear isolated from pedestrian circulation. Several commissioners said the gateway corner along the tollway should receive stronger design emphasis.

Applicant Sagar Caliprolu said the team has made changes since earlier reviews, including adding two‑story buildings at Lot 11 to support restaurants or medical offices, raised planting beds near seating areas, additional sidewalks connecting open spaces and a set of 15 placemaking items intended to increase pedestrian access and activity. "We have intentionally created some raised beds and which are going to be 4, 5 feet height ... chances of your headlights directly hitting the people who are sitting there is not there," Caliprolu said.

Despite those revisions, commissioners said the plan still reads as a dispersed, car‑oriented layout and lacks a central, walkable focal point that would draw people across the site. Citing the need for clearer, usable public space and better integration with future Godwin Parkway connections, Commissioner (speaker 2) moved to table the item to the commission's April 14 meeting to allow revisions and additional staff review; the motion passed 6–0.

The applicant will work with town staff on open‑space configuration and placemaking details and return to the commission on April 14.
