TAP-funded sidewalk — CE&I and supplemental design: The council accepted Civil Southeast, LLC s the provider of Construction Engineering & Inspection services for the Transportation Alternatives Program (TAP) project to build a detached 10-foot concrete sidewalk/multi-use path along West Beach Blvd. Resolution No. 7088 authorized CE&I services not to exceed $80,100. The estimated total project cost is $1,010,275; the TAP grant will cover 80% of construction, design and CE&I costs, up to $800,000. The council also approved Resolution No. 7089 to accept supplemental design services not eligible for TAP reimbursement, in an amount not to exceed $11,150. The minutes show $90,350 is budgeted in FY2026 for design (account 38-879-65300).
Taxi franchise and business licensing: The council passed Ordinance No. 2202 granting a nonexclusive taxi franchise to Julies Beachside Services, LLC and authorized execution of the franchise agreement; the ordinance requires future additional vehicles and drivers to be approved by the Revenue Division. The council also approved an ABC application for Safari & Vine, LLC d/b/a Safari & Vine for a 160 Special Retail (More Than 30 Days) license and directed notification to the ABC Board.
Events and permits: The council approved assembly permits for the Badger Beach Bash (submitted by Sarah Senft on behalf of Spring Hill College, scheduled Feb. 27–28) and the Ballyhoo Festival of Fine Arts & Culture (submitted by Paula Powell, scheduled March 7–8). The Badger Beach Bash permit was approved unanimously; the Ballyhoo Festival permit was approved with one abstention by Councilman Stephen E. Jones.
Finance: The council approved expense vouchers totaling $1,610,379.08; the City Clerk noted the vouchers are on file in the Clerk's office.
