Board tables 5-year construction program, approves utility permits and accepts CASI report
Summary
The board tabled the Emmet County five-year construction program and the secondary roads FY27 budget until April 28, approved three utility permits, accepted the FY2025 CASI report, and discussed A17 bridge timing and drainage bids.
The Emmet County Board of Supervisors tabled Resolution 26-14, which would approve the county’s five-year construction program for FY27, and postponed action on the Emmet County FY27 Secondary Roads budget for the Iowa DOT until its April 28 meeting.
During the same meeting the board approved three utility permits: Iowa Lakes Electric Cooperative for work at 430th Ave. in High Lake Township (Section 27); Iowa Lakes Electric for work along 220th Street in Twelve Mile Lake Township (Sections 2 and 11); and Iowa Lakes Regional Water for work at 400th Ave. in Center Township (Section 30). Motions to approve those permits passed unanimously.
County Engineer Walter Davis-Oeth told the board that construction on bridge A17 has no set start date but could begin in early May. The board also discussed a handicapped parking stall on the west side of the new addition and said the City of Estherville will determine the access point when coordinating with the county.
On drainage matters, the board discussed a washout in Drainage District 29. For EPA 17, bids were opened for a waterway outlet and the board — after coordinating with Palo Alto County supervisors — accepted the low bid. The board also accepted the FY2025 Cost Advisory Services Inc. (CASI) report (motion by Tim Schumacher; second by Jeff Quastad). Finally, the board recorded a manure management plan for Summit Pork III, LLP (Denmark 30, site #50578).
The board adjourned at 10:12 a.m.; several items tabled on April 21 will return to the agenda on April 28.
