Smyth County approves $32.49 million in third-quarter appropriations

The Smyth County Board of Supervisors on Jan. 8 approved third-quarter appropriation requests totaling $32,487,102, covering the General County fund, schools and several special funds.
County Administrator Shawn Utt presented the item and listed the requests: General County $13,000,000 (Fund 001); General EDA $380,000 (Fund 004); Schools – Operating Fund $17,232,467 (Fund 009); Department of Social Services $1,773,635 (Fund 013); Water/Sewer Deposits $3,000 (Fund 501); Sheriff Federal Drug $15,000 (Fund 746); Sheriff State Drug $15,000 (Fund 747); E-Summons $3,000 (Fund 748); Recovery Court $65,000 (Fund 749). Total for the quarter was $32,487,102.
Assistant County Administrator – Operations Lisa Richardson provided the December 2025 financial status report, stating the county’s bank and CD balance ended at $20,249,361.37 and that county revenue increased by approximately $1 million while expenditures rose by about $250,000 from 2024 to 2025.
Saltville District Supervisor Roscoe Call moved to accept the appropriation requests; North Fork District Supervisor Rick Billings seconded and the motion passed unanimously. Board members did not attach special conditions to the appropriations during the meeting.
The County Finance Department will implement the appropriations and report as required under county procedures.
