CCRPC PAC weighs draft housing-target methodology, schedules reconvening before public release

Taylor Newton, CCRPC Planning Program Director, presented a revised draft methodology for assigning municipal housing targets at the PAC meeting on March 12. The proposal would allocate 50% of the regional housing target to urban municipalities (then divide that amount by municipal land area) while capping any one municipality at 40% of the urban target and setting a floor of 7%. Rural municipalities would receive a reduced share intended to move from the present 7.6% of county housing toward about 3.8% by 2050. ADUs are included in the targets, and mixed urban/rural municipalities would receive allocations based on the draft regional future land use map and infrastructure.
