Summary
The Eau Claire County Board of Supervisors on April 8 approved a series of resolutions and ordinances that add county positions — including a 1.0 FTE peer support specialist — enact five zoning map amendments and authorize a budget transfer to cover position moves. Most measures passed unanimously; several had recorded no votes.
Eau Claire County Board of Supervisors met Wednesday evening and approved a package of staffing, zoning and budget measures, including the creation or retitling of several county positions and the addition of a 1.0 full-time-equivalent peer support specialist to the Department of Human Services outreach team.
The actions matter because they expand the county’s human services staffing and adjust land-use rules in several towns. The board also proclaimed April 12–18, 2026, as Fair Housing Week and recognized outgoing county supervisors.
The Human Resources and Human Services Board advanced several position changes. Resolution 25-26/118, to retitle the Comprehensive Community Services manager position to Community Outreach Manager, was adopted unanimously (motion by Supervisor David Hirsch; seconded by Supervisor Mark Beckfield). The board approved Resolution 25-26/119 to add 1.0 FTE Peer Support Specialist to the DHS outreach team; the recorded vote was 25 Ayes and 1 No (Supervisor Caleb Aichele). Resolution 25-26/120, authorizing three CLTS coordinator positions, passed with a recorded 24 Ayes and 2 Noes (Supervisors Caleb Aichele and John Folstad), with three supervisors absent.
Separately, the board enacted Resolution 25-26/121 to create and fund a Community Systems Performance Analyst position; that measure passed 25 Ayes, 1 No (Supervisor Caleb Aichele). Each of these staffing actions included a motion and second on the floor as recorded in the proceedings.
On land-use matters, the Committee on Planning & Development presented five ordinances amending the 2023 Official Zoning District Boundary Map for town properties in Otter Creek (Ordinance 25-26/096), Union (25-26/103), Pleasant Valley (25-26/109 and 25-26/110) and Seymour (25-26/111). Each ordinance was enacted unanimously by visual count and voice vote for online supervisors.
The Committee on Finance & Budget presented Resolution 25-26/126, a budget amendment to transfer Criminal Justice Services Department funds to affected departments to fund position transfers; the board adopted the amendment unanimously. The proceedings record that this measure requires a two-thirds vote of the membership and received the necessary support.
The Committee on Administration won unanimous adoption of Resolution 25-26/108, recognizing outgoing county board supervisors (motion by Supervisor David Hirsch; seconded by Supervisor Gerald “Jerry” Wilkie), and Resolution 25-26/125, proclaiming Fair Housing Week (motion by Supervisor Heather DeLuka; seconded by Supervisor Deirdre Jenkins). Resolution 25-26/124, authorizing legislation to be carried over to the next legislative session, also passed unanimously.
An addendum item, Resolution 25-26/107, was removed from the agenda for consideration at a future meeting. The board adjourned at 9:10 p.m.; minutes were filed by County Clerk Sue McDonald.
Actions recorded in the meeting minutes provide the official record of outcomes; the board did not receive public comment during the meeting.
