CCRPC reports rolling applications and UVM project adoption; Basin 8 sees engineering-only prequalifications

Dan Albrecht, CCRPC staff, briefed the Clean Water Advisory Committee on recent operational changes to Clean Water Service Providers (CWSPs). He said Basin 5 switched to a rolling application process to streamline submissions, removed the pre-application requirement, and is conducting outreach meetings with prequalified project managers and town contacts to build partnerships.
Albrecht reported that the Council recently approved a construction project at the UVM horticulture farm (a dam removal) that will provide an estimated 3.6 kilograms of phosphorus reduction. He said CCRPC is contributing at a rate of $15,000 per kilogram for a total contribution of $54,000 and that UVM will likely handle operations and maintenance.
Brian Voigt, speaking for Basin 8 (CVRPC), said a recent prequalification round produced eight prequalified applicants but that they were only engineering firms; no construction firms applied in that round. Dean Pierce (NRPC) reported Basin 7 is working on prequalification lists and said the basin's next funding round closes in mid-March and will then be scored and reviewed by Council.
Albrecht and other staff said applications still require BWQC (Basin Water Quality Council) votes for funding decisions. No formal funding vote took place during this meeting; staff said decisions and funding approvals occur at BWQC or Council meetings.
