Council tables annexation boundary resolution after staff map/notification error

The Worcester City Council on April 20 tabled Resolution 2026-26, a petition asking the Wayne County Board of Commissioners to conform township lines with the city's corporate limits for the recently annexed Graham Farm site, after staff reported a mapping and notification error that would prevent required notices from being timely issued.

Council member Miss Wharton introduced the measure, saying conforming the boundaries would simplify tax jurisdictions for residents of the annexed area and adjust millage to 4.2 mills; she said that would result in an estimated property-tax change — roughly a 7.9% reduction for Worcester Township properties and about 3.7% for Wayne Township properties. She moved to place the item on third and final reading this evening to meet notification deadlines.

A staff member then told the council they had encountered a map error and that passing the item tonight would not meet the notification requirement unless staff reissued notices. The staff member apologized and recommended tabling the resolution so the notification issue could be corrected and the item returned at a later meeting.

Council moved, seconded and voted to table Resolution 2026-26; the chair directed the clerk to call the roll and the motion to table passed. Council did not take substantive action on the annexation tonight; staff said they would reissue notices and bring the resolution back once the mapping and notification requirements were met.
