The East Grand Forks City Council on Sept. 16 approved a preliminary 2025 tax levy collectible in 2026 of $7,994,542 and set a public budget meeting for Dec. 2, 2025, at 6 p.m., with a continuance hearing scheduled for Dec. 16 if necessary.
The levy before the council was described by staff as representing about a 12% increase; council and staff said they will continue to work to reduce that figure before the levy is finalized. "I just want to be known that I'm voting for this with the idea that we get this down to, I know the mayor wanted to see 7%, but I'd like to see it down to, like, 4 or 5," Council member Dale Helms said during debate. Council staff summarized the levy and emphasized remaining variables. "The levy as it's in front of you tonight is a 12% levy," Hutton said, adding staff would continue to work with council to reduce the rate as negotiations and other variables are resolved.
Council member Karen Peterson moved to adopt Resolution No. 25-09-70; the motion was seconded and approved by roll call. The resolution sets the preliminary levy amount and the dates for public budget review; it does not finalize the tax rate, which may change before certification. The public budget meeting is set for Dec. 2 at 6 p.m.; a continuance hearing is scheduled for Dec. 16 if needed.
The action advances the city's budget calendar and begins the required public-notice process; council members signaled a continued effort to lower the levy from the preliminary figure as outstanding labor negotiations and other factors are settled.
