Representatives of Checker Cab and independent drivers told Detroit City Council that a growing number of unlicensed vehicles are operating as taxis downtown during large events, charging passengers without background checks or commercial insurance. The speakers said rogue operators use makeshift signage, sometimes direct passengers to ATMs, and cause both safety risks and lost revenue for regulated companies.
