The Colony City Council on the evening it met opened a public hearing on a proposed ordinance to rezone about 71.72 acres at the northwest intersection of Plano Parkway and Wind Haven from Planned Development 10 to a new Planned Development 31 to establish conceptual layout and development standards for a mixed commercial development.
