Antioch adopts 2024 building codes with targeted amendments, trustee objects

Antioch trustees voted to adopt updated building-code regulations that bring the village in line with the 2024 International Building Code and International Residential Code, with local amendments.
Mark Janek, the village planner and zoning administrator, and other staff described the package of updates and a key amendment that eliminates a residential sprinkler requirement for most single-family homes except where a building exceeds three stories and 10,000 square feet. "We're adopting the whole code as long as well as the numerous other codes... one of the amendments is the sprinkler part of it," Mark said during discussion.
Trustees discussed contractor concerns about rising construction costs from the village's current 2012 code to the newer 2024 standards. One trustee said the jump in standards over 13 years could make Antioch less competitive for builders; staff responded the statute requires communities to update their codes within a nine-year period and recommended adopting the 2024 code to stay current.
The ordinance (25-11-70) passed on a roll-call vote with four "Yes" votes and one "No" (Trustee Pierce), who raised affordability and competitiveness concerns for contractors and local builders.
The updated code will take effect as provided in the ordinance and staff said they will provide further guidance on permit processes and any local amendments as the codes are implemented.
