Commissioners approve routine contracts, proclamation and appointments

The Johnson County Board of Commissioners used its April 13 meeting to approve a series of routine county items, including agreements, proclamations, project acceptances and an appointment.
Consent agenda and administrative approvals: The board approved the consent agenda, which included annual agreements, grant ratifications, professional services proposals, and an ordinance amendment (ordinance 2026-j-1 amending Johnson County code 22-4-1). The motion carried by voice vote.
Public-safety recording services: Keith Brandt, Public Safety Communications, described a five-year agreement with WSI Technology to maintain and upgrade an IP logger that stores audio recordings and integrates with Motorola radio consoles. Brandt said the county will remain at roughly its current annual rate and that vendor upgrades are included; he said recordings are guaranteed at least one year and often three to four years. Commissioners approved execution of the service agreement by voice vote.
Proclamation: The board approved a proclamation naming April 12–18, 2026 as Johnson County Public Safety Telecommunicator Week in recognition of telecommunicators’ role in emergency response.
Highway and facilities items: The board accepted final documentation for Bridge 605, approved a design-contract amendment for the SR 144 Morgantown Roundabout to cover project management, approved a preliminary engineering agreement with the Louisville and Indianapolis Railroad Company for Bridge 602 on Smith Valley Road, and ratified an INDOT LPA amendment for the countywide bridge inspection program. The board also reviewed quotes for courthouse rotunda painting and awarded the contract to Advanced Restoration ($50,000; only quote that included scaffolding). Each item was approved by voice vote.
Appointments and reports: The board accepted the Johnson County Redevelopment Commission’s 2025 annual report and appointed Amy Davidson to a layperson seat on the Johnson County Community Corrections Advisory Board (mental health administrator board seat). The board approved routine travel requests for staff attendance at the Indiana 911 Directors Summit (Noblesville) and the Prairie State Animal Welfare Conference (Bloomington, IL).
