Public works: demolition hit 10-inch water main, city estimates about 60,000 gallons lost

Summary
Public Works reported that crews removing a sign at 39th Street and Pure Atlantic struck a 10-inch water line, releasing an estimated 60,000 gallons; crews replaced roughly 7 feet of pipe, restored service by midafternoon and said the contractor will be invoiced for water loss.
Glenn, a Public Works staff member, told the Groves City Council that demolition work on a tall sign at the corner of 39th Street and Pure Atlantic struck a 10-inch main water line, causing a significant leak and service disruption.
"We probably dropped 60,000 gallons of water," Glenn said, describing the sequence: crews were called at about 10 a.m., isolated the break, installed roughly 7 feet of replacement pipe and had water service restored by about 4:30 p.m. He said only a handful of homes were affected; one neighbor’s garage received water and the contractor spoke with the resident.
Glenn said crews identified the damage during removal of the sign’s large concrete footing and that an excavator’s teeth likely caught and crushed the heavy-gauge pipe. He said the contractor TriCon and the demo subcontractor will receive an invoice to cover the city’s water loss and repair costs.
Council members asked whether construction and utility-location procedures could be improved. Glenn said his team will review drainage and ensure hydrants and valves in the area are clear; TriCon’s superintendent has agreed to revise plans and move sign supports to avoid the mapped water line.
The council asked staff to follow up with a written incident report and with invoicing for the water loss. Staff said they are continuing to investigate drainage impacts to neighboring properties and will provide any additional findings at a future meeting.
