Committee forwards Moreland appointment after nominee addresses academic record

Mr. Moreland addressed the committee with a prepared statement responding to a recent news story about his academic record. "There is a recent news story about my academic record that I want to directly address tonight," he said, explaining that he left IU Bloomington in 2001 having accumulated credits for a political science degree that were not initially conferred, and that the university and he later resolved where the degree fit; he said the degree was ultimately conferred in 2024. He added that he is "several credits and one dissertation away" from a PhD in American studies at IU Indianapolis and told the committee he takes full responsibility for the handling of his academic record.
Councilors asked questions and offered comments. Councilor Dan Boots asked about the delay between leaving IU and the degree conferral; Mr. Moreland replied that the delay stemmed from years of back-and-forth with Bloomington to find the appropriate school within the university and to meet institutional standards while he balanced family and career obligations. Several councilors, including John Barth, expressed support: Barth said he has known Mr. Moreland for years and highlighted his public-policy experience and board service, including roles with Indiana Humanities and RecycleForce. "He's been a long time board member of multiple key organizations," Barth said, praising Moreland's work to help people re-enter the workforce after incarceration.
Vice President John Barth moved to send Proposal 92 to the full council with a due-pass recommendation and asked to be added as a cosponsor; the motion was seconded and approved by voice vote. After the vote Mr. Moreland reiterated his apology and appreciation for the opportunity to serve. The committee advanced the appointment to the full council for final consideration.
