Sumner County panel rejects VFD contract, approves $90,000-per-station donation plan

Chairman Jeremy Mansfield presiding over the Sumner County Legislative Committee announced the committee voted to reject a proposed Volunteer Fire Department contract and to send a newly proposed funding plan to the Budget Committee on March 6, 2025. The motion, carried 4–1, directed the county to eliminate the current nonprofit donation structure and instead donate $90,000 to each volunteer fire department station, with Commissioner Matthew Shoaf casting the sole dissenting vote.
The vote followed a presentation from Law Director Eric Sitler, who told the committee the contract had been approved by Health and Emergency Services but had been routed to the Budget Committee instead of General Operations and contained several corrections and changes that needed attention. During debate the committee suspended the rules to hear from Finance Director David Lawing about county practices for donations to departments that serve areas outside municipal limits; Lawing explained the county gives a donation to the City of Westmoreland for services provided outside city limits and later recommended referring contract and dollar-amount details to the Budget Committee for their review.
Commissioners debated whether the motion should specify a dollar amount. A subsequent motion to remove the $90,000 figure and leave the amount to the Budget Committee failed. The committee ultimately approved Chairman Mansfield’s motion to reject the draft contract, eliminate the existing non-profit donation structure, and donate $90,000 to each VFD station, sending the item to the Budget Committee for implementation and further fiscal analysis.
Curtis Williams of 1027 Jackson Heights spoke during the public recognition portion to address the VFD contract; his written sign-in entry also lists the Fire Contract as his agenda item. The committee grouped and forwarded several recognitions—including Station Camp High School’s wrestling team—to the full Commission during the same meeting.
The action is procedural: the committee’s motion sends the revised donation approach to the Budget Committee for appropriation and detailed allocation. The Budget Committee will determine how to implement the payment without increasing taxes and will return any specific appropriation recommendations to the full Commission for approval.
