Board asks staff to draft Fletcher library MOU and preliminary program estimate

Library Director Trina Rushing provided an update and County Manager John Mitchell summarized recent productive talks with Town of Fletcher representatives and a previously completed feasibility study. Board members discussed potential Town contributions, including a substantial amount of land and possible funding, and agreed staff should develop an MOU to clarify Fletcher’s potential commitments.
Commissioner Sheila Franklin emphasized the importance of developing a written MOU to understand specifics of the project; Commissioner Edney agreed. Mr. Mitchell said the Board appeared to want a draft programming document from a county partner architect to provide a preliminary cost estimate. The Board reached consensus that staff and the county attorney should work with Fletcher representatives to produce a written outline of the town’s potential commitment and a preliminary programming estimate; no formal motion or funding commitment was made at the meeting.
If the Board wishes to proceed beyond these preliminary steps, Mr. Mitchell said the likely next step would be issuing a Request for Qualifications to identify firms for detailed planning and cost projections.
