Alachua County adopts farmworker housing code revisions with new quality standards

Growth Management staff said the revisions respond to applications and community engagement since 2022 and are designed to ensure adequate living conditions for agricultural workers while preserving local zoning control. Key changes include replacing the term "family" with "single housekeeping unit" in the definition of dwelling unit, limiting dorm or barrack‑style housing, and adding development‑plan conditions that require a functioning air‑conditioning system sized for each dwelling unit and consideration of recreational space. The code language leaves some technical specifics to development‑plan review so plans can be evaluated case‑by‑case.
Staff and community groups — including farmworker advocates and some small farmers — worked on the language. Commissioners said the rule change balances labor needs, housing quality and rural land‑use concerns. The ordinance was first convened as the Land Development Regulation Commission for consistency review and then reconvened as the Board of County Commissioners for adoption; the motion carried.
